In the Context of Ongoing Conflicts
During this seminar, Spanish researchers Dr Elena Piñeros Polo and Dr Berta Alam-Pérez will examine the challenges of ensuring accountability for serious human rights violations and conflict-related abuses in Lebanon.
The discussion will focus on the accountability gap between international legal obligations and the limited mechanisms available to establish responsibility and provide effective judicial redress.
Dr Berta Alam-Pérez will outline the historical, political and international legal context of Lebanon, focusing on international humanitarian law, international human rights law and the role and limitations of the Special Tribunal for Lebanon. She will also discuss domestic accountability mechanisms, using the investigation into the Beirut port explosion as a case study, and examine the protection of cultural heritage during armed conflict.
Dr Elena Piñeros Polo will explore the possibilities and limitations of prosecuting perpetrators of serious human rights violations through international mechanisms, including jurisdictional challenges.
Dr Elena Piñeros Polo is a lecturer at King Juan Carlos University (Universidad Rey Juan Carlos). Her research focuses on procedural law, international courts and tribunals, arbitration and international judicial proceedings.
Dr Berta Alam-Pérez is an assistant professor of public international law and international relations at King Juan Carlos University. Her research focuses on Lebanon and Hezbollah, particularly non-intervention, the use of force, armed conflict, human rights and the Special Tribunal for Lebanon.
The seminar is jointly organised by the Institute of Law Studies of the Polish Academy of Sciences (ILS PAS) and the Faculty of Law and Administration of the University of Warsaw.
