The monograph sets out to define the relationship between information technology and law. The research is based on the literature as well as on an analysis of the political activities of European Union bodies and, additionally, of Poland and Germany. As the range of problems is vast and it is impossible to present all key issues, the discussion takes the form of a prolegomenon.
The first part focusses on the law of the Internet, while the second part deals with the law of the digital space. The main theme of the development of this new field of law is artificial intelligence (AI), which is a product of information technology. The conclusion outlines topics that go beyond the considerations in parts one and two, mainly the relationship between law and technology in a broader cultural context.
Jerzy Rotko, PhD, is a professor at the Institute of Legal Sciences of the Polish Academy of Sciences at the Department of Legal Issues of Environmental Protection (based in Wrocław). His academic interests include environmental law, especially water law and technology law.
The author’s output includes nearly one hundred scholarly publications. His recently published works include Code-based integrated permit versus sectoral water permit: The German experience, The problem of pollution of inland waters with chemical substances in light of European and national law: Critical remarks and The future of conventional coal-fired power plants in view of international and European law.
