Center for Research on Judicial Application of EU Law (CEREJA-EU)

The research in the framework of CEREJA is focused on the judicial application of EU law in the domestic legal order, in particular: tools for effectiveness of EU law, shaped by the Court of Justice of the European Union (primacy, direct effect, consistent interpretation, State liability) and their application in the national proceedings before courts. Horizontal research on the relations between EU law and domestic legal order, complementary to sectoral research in particular fields of substantive EU and domestic law, is conducted from theorethical, dogmatic and functional perspectives.


The main tasks of CEREJA are as follows:

  • research on judicial mechanisms for ensuring the effectiveness of EU law in the domestic legal order (primacy, direct effect, consistent interpretation, procedural autonomy, effective judicial protection): analyses of jurisprudence of the Court of Justice of European Union, drawing conclusions important for domestic legal practice, in particular for protection of EU-derived rights before national courts; analyses of jurisprudence of Polish courts and other Member States’ courts in the legal comparative perspective ;
  • preparation of analyses and legal opinions concerning the judicial application of EU law;
  • cooperation with domestic and foreign scientific research institutions, as well as with legal practitioners engaged in the judicial application of EU law in the domestic legal order, in particular judges, advocates and counsels;
  • popularisation of research: seminars, conferences, workshops concerning selected aspects of judicial application of EU law;
  • actions aiming at obtaining grants for the purposes of research and popularisation of knowledge and skills.
